उन्होने हरियाणा की भाजपा-जजपा सरकार पर ग्रामीणों के लोकतांत्रिक अधिकारों के हनन का आरोप लगाते हुए कहा कि सरकार ने जानबूझकर पंचायतों के चुनाव पिछले 14 महीने से लटकाए हुए हैं और पंचायतों के अधिकारों को सरकारी प्रशासकों के हाथों में सौंप दिया है।
हरियाणा सरकार ग्रामीण क्षेत्रों के प्रति दुर्भावनापूर्वक व्यवहार कर रही है, जिसके कारण प्रदेश की 6,200 से अधिक पंचायतें पिछले 14 महीने से भंग चल रही हैं।ग्राम विकास के लिए आवंटित 2,400 करोड़ रुपए का बजट भी वर्ष 2021-22 में इस्तेमाल ना होने के कारण लैप्स हो गया है।
गाँवों में चुनी हुई पंचायत न होने के कारण ग्रामीणों को अपने छोटे-छोटे कामों के लिए भी प्रशासकों से मिलने के लिए चक्कर काटने पड़ रहे हैं। उन्होंने कहा कि पंचायत प्रतिनिधियों के पास पुलिस सत्यापन, चरित्र प्रमाण पत्र बनवाने, मतदाता पहचान पत्र, आधार कार्ड आदि विभिन्न दस्तावेजों में त्रृटि सुधार, सत्यापन के लिए अधिकार होते थे, लेकिन पंचायत ना होने के कारण आम लोगों को प्रशासकों के पास जाना पड़ रहा है, जो ज्यादातर उनके गावों में उपलब्ध नहीं होते।
